Program Information Forms (PIFs) provide Visa information on your Debit or Credit program in order to perform due diligence, manage risk, and evaluate programs to ensure alignment with overall business goals.
Core Product Program Types
Debit
Visa Debit lets you receive more from your debit card because you can shop online and safely pay directly from your bank account. Credit
With Visa Credit, you can save money with cash benefits or even earn travel points to help you obtain your vacation destination. Visa Credit cards are accepted at millions of location worldwide and offer various benefits such as fraud protection, travel perks, and reward programs.
Which clients need to fill out the PIF?
Non-Financial Institution and Crypto
Visa requires any Non-Financial Institution or Crypto client to complete either a Debit or Credit PIF if they intend to issue either Debit or Credit cards. This is pursuant to the Visa Rules, effective April 2025, that defines non-fiat currencies (example: cryptocurrency) as the following:
- Central bank digital currency (CBDC): Digital currency issued by a central bank, reserve bank or national monetary authority
- Tokenized deposit: Equivalent to existing deposits, held by a licensed depository institution, recorded on a blockchain
- Stablecoin (fiat-backed): Digital assets that maintain financial reserves in a fiat currency in the form of cash, government securities, repurchase agreements that are collateralized fully with government securities, and/or other very liquid recognized liabilities of a central bank or reserve bank, held by a licensed financial institution, recorded on a blockchain
- Blockchain native token/coin: A digital currency inherent on a blockchain required for performing on-chain transactions such as for payment of fees, that is neither CBDC, a tokenized deposit or stablecoin (fiat-backed)
Government Disbursements
Visa also requires any client who intends to issue Government Disbursements Debit cards to fill out the Debit Government Disbursements PIF.

Create a Visa Partner account and fill out the Registration details.
Start
Fill out the Program Information Form with your type of program and additional component.
Finish
Review
Visa will review your application and contact with any further information.
Approval
Once approved, you may begin to issue Debit or Credit cards.
